God mandated that humans build culture, and he blesses the use of good tools to help us do that. He made us rational and creative. But technology is neither purely good nor morally neutral. In a fallen world, Christians need to evaluate how we use technology, what technologies are worth pursuing, and how much trust we should put in technology to meet the ends it promises.
